Go to Menu > Settings > Change Download Rules to update your download settings. You can choose whether titles download automatically after you borrow them, and whether they download when you're not on Wi-Fi.

Your Nikon camera has a high resolution image sensor and it can create large files. If you want to take photos using the maximum resolution of the camera, the fastest and simplest way to get these images to your computer or smart device is via a card reader or by connecting the camera to your computer via USB and downloading the files. Wireless transfer in these instances is not the ideal solution. It is a great choice for smaller files and quick downloads of a few shots.
For folks who want to shoot using the highest resolution in your camera, set the app up so that it only downloads the recommended size or even smaller VGA size image while recording the high res. image to the media card in the camera. Then you can eventually download the full sized files to a computer.
A good rule of thumb for how much internet download speed you need is 10Mbps per person. Of course, what a good download speed is for you heavily depends on what you do online and how many devices are on your home network. For basic web surfing or email, 10Mbps is enough to give you a seamless online experience.
Download speed is also referred to as bandwidth, or the amount of data transmitted over a connection over a certain amount of time. You can think of downloading data like filling a swimming pool with a hose. A bigger hose allows more water to flow through it, and the pool fills more quickly. Likewise, a connection with more bandwidth will download files much more quickly.
Faster download speeds are great, but faster speeds mean more data traveling through your connection. Be aware if your provider has data caps, as a faster connection means you will hit those limits sooner.
Most ISPs advertise only download speeds, so you might not even realize that upload speeds are a separate thing. Download speeds are also generally the faster of the two speeds, so most advertisements tend to focus on them.

Commonly, this occurs when an app is updating over Wi-Fi, and you switch to mobile data. Sometimes, this will automatically pause the download but leave it pending. That will prevent you from downloading any other apps until the update is complete or canceled.
To solve this issue, manually cancel all the pending downloads. To do this, open the Play Store app and swipe from left. Then, go to My apps and games and tap the cross icon on each entry to cancel the downloads. Now, try downloading a new app to see if the problem persists.

I have a large (>1GB) in-app purchase that I want to deliver using an Apple-hosted download. The Apple docs say the Apple-hosted IAP content doesn't have a limit to the size that can be downloaded on a cellular connection. I'd like to be able to ensure the purchase is only allowed when connected by WiFi.
Also in terms on maintaining control as the download proceeds, it's not clear from the Apple docs if the Apple-hosted download that runs in the background is in my app's process, or it happens out of process. In other words, if my app is terminated, is the download guaranteed to be stopped or does it continue outside my app's control?
Update: With the benefit of some experience, the question is somewhat moot. Continuous download of data requires that the phone has a WiFi connection and external power. Without these, the download gets paused a little while after the screen powers off - phone's power management I guess. Also the IAP download is out of process, it continues even of your app crashes (explicitly killing the app stops the download though). When your app restarts the StoreKit delegates are called to complete the download and purchase.
